TL;DR: The Best Pictos in Expedition 33

Equip Painted Power and never take it off. It removes the 9,999 damage cap, which makes it the single best Picto in the game and effectively mandatory once your build can push past that ceiling. After that, the strongest Pictos are the universal ones that win on every character: Cheater (act twice per turn), Energy Master (every AP gain increased by 1), and the AP-economy and opening-burst passives below. Build your three Picto slots and your Lumina pool around these team-wide cores first, then specialize per character.

Read this before the tiers. Equipping a Picto for 4 battles permanently unlocks its passive as a Lumina that anyone can run for a point cost. So "best Pictos" is really "best Luminas to keep active." Unlock the universal cores as Luminas early, then reserve your physical Picto slots for the sub-stats you actually need. S-Tier: The Near-Mandatory Core

item:painted-power is the whole conversation. Without it, every hit you land stops at 9,999, so a build that should deal hundreds of thousands of damage gets quietly throttled. With it, the cap is gone and your scaling finally pays off. It drops from a late-story boss at the Monolith, and it belongs on every party member the moment you have a copy. If you read one line from this page, it is this one.

item:cheater lets a character act twice in a row. Run it across the party and you get roughly six actions before the enemy moves once, which collapses most fights before they start. It comes from defeating the optional superboss Sprong out on the Overworld, and its Lumina cost is steep, so weigh it against the rest of your pool. It earns the price.

item:energy-master increases every AP gain by 1. Because most AP sources hand you small amounts, that flat +1 roughly doubles your turn economy, which is the difference between casting your signature skill now or two turns from now. You unlock it by beating the superboss Serpenphare, reachable in Act 3 once Esquie can fly. Like Cheater, it carries a high cost and is worth it.

A-Tier: AP Economy and Opening Burst

Action Points fuel everything, so the Pictos that print AP sit a tier below the cores and above raw damage.

Energising Start I grants AP the instant a battle begins, at a low Lumina cost. The higher variants stack the effect further. You find tier I on the beach behind Gestral Village, with the rest scattered across beaches, caves, nest ledges, and trenches.

Energising Turn hands you AP at the start of every turn, a steady drip that adds up over a long fight. It drops from the boss item:sirene.

item:augmented-first-strike adds 50% damage to your first hit of the battle, once per fight, at a low cost. This is the classic Stendhal opener: stack it with your burst and the first swing does the work of three. Dead Energy refunds AP every time you kill an enemy. In trash packs it keeps your bigger skills firing without a cooldown lull. Copies turn up across Spring Meadows and Dark Shores.

Energising Parry converts a clean parry into AP, which makes it the pick for parry-heavy characters like item:verso and item:monoco. Defeat Chromatic Luster in the Forgotten Battlefield to claim it.

item:ap-discount shaves 1 AP off your skill costs, a quiet multiplier on high-cost rotations. Buy it from Najabla in Verso's Drafts.

B-Tier: Flat Damage Multipliers

These do not change how you play, they just add a percentage. Slot them once your economy is solid.

Teamwork is the one most players keep on permanently. It costs little, asks nothing of your playstyle beyond keeping the party upright, and 10% across a full run is a lot of free damage. Glass Canon is the high-risk pick: pair it with the survival Pictos below or with a build that ends fights before the enemy retaliates.

C-Tier: Situational Survival and Utility

Not weak, just conditional. These earn their slot on the right build.

Clea's Life restores 100% Health on turn start if you took no damage since your last turn. On its own it is a niche heal. Paired with Cheater, it becomes near-invincibility, because acting twice lets you control the board well enough to take zero hits. Beat the superboss item:clea in the Flying Manor for it.

item:second-chance revives you at full Health once per battle, at a high Lumina cost. It is the backbone of solo and survivability builds and feeds death-synergy strategies. Defeat item:renoir at the Monolith.

item:survivor lets you live through a fatal hit once per battle, a cheaper safety net than a full revive. Buy it from the Gestral merchant Grandis.

Shortcut gives you an emergency turn the moment you drop below 30% Health, which makes it a healer's panic button. It drops from an Aberration in Lumiere or Renoir's Drafts.

item:first-strike puts you at the front of the turn order, a cheap early pickup that sets up your opener. Climb the ledges past the dead Hexal at Stone Wave Cliffs in Act 1.

item:dodger and Healing Tint Energy are both 1-cost AP trickle passives: the first refunds AP on a perfect dodge, the second turns healing tints into AP. On a dodge-focused or support character they pull more weight than their cost suggests.

Burn and Status Builds

If you are running a burn setup on item:maelle or item:lune, the math changes. item:critical-burn applies Burn on crit hits, and it pairs with Burn Affinity, item:double-burn, Healing Fire, and Consuming Attack to turn sustained damage into your primary win condition. These are character-specific picks rather than universal staples, so treat them as a separate package you build into rather than slot alongside the cores. How to Spend Your Slots

The pattern that holds across every character: unlock Painted Power, Cheater, and Energy Master as Luminas first, layer Teamwork and your AP openers on top, then use your three physical Picto slots for the sub-stats your character needs most. Damage dealers want Critical Rate and Attack Power on their physical Pictos; survivability builds want Health and Defense. The passive is why you equip a Picto.
